Payment Options
Online Payment: Please click the corresponding button to make a payment.
The City of Leon offers several online payment options. Please review the instructions below before selecting a payment button. Completing the correct forms and providing all required information will help prevent delays.
Water Bill payments: Click the blue "Pay Your Water Bill" button located to the right or at the bottom of this page to get started. Have your information handy and follow the prompts. For online water bill payments, select the "Water Bills" option to make your payment. A processing fee is charged for online payments.
Before you set up your account, please call the office and provide your email address; if you have not done this, please do so before you proceed. Once we have your email on file, you will need your route number and account number (both can be found on your bill) and your service address (exactly how it appears on your bill).
Trade License Permit: A City of Leon Trade License Permit is required for contractors, tradespeople, and businesses performing work inside the Leon city limits.
When is it required? The permit must be completed and approved before beginning work within the city limits.
What must be submitted?
Please provide:
- Certificate of Liability Insurance
- Proof of a current business or professional license
- Valid driver’s license or other government-issued photo identification
- Completed City of Leon Trade License Permit application
- Required permit fee
How long is it valid? The permit is valid for one year. A new application, updated documents, and payment will be required when the permit expires.
Why is it required? The permit allows the City to verify that individuals and businesses performing work in Leon are properly identified, licensed, and insured.
Have you filled out your application under the Residents Tab? If so, select the “Trade License Permit” button to submit your payment.
Water Connect Fee: The Water Connect Fee is required for all renters establishing utility service, even when the water at the property is already turned on.
When must this be completed? The utility setup form, identification, and connect fee must be submitted before water service can be placed in the renter’s name or officially activated.
What must be completed?
The renter must:
- Complete the online Utility Service Setup Form.
- Provide a valid government-issued photo ID.
- Provide all requested contact and property information.
- Pay the required Water Connect Fee.
Important: The fee is required for every renter establishing service. It does not matter whether the water is currently on, temporarily off, or was left on by the previous occupant.
Why is it required? The form and fee establish the renter’s utility account, confirm responsibility for future charges, and provide the City with accurate billing and contact information.
Select the “Water Connect Fee” button after completing the utility setup form and providing your identification.
Court and Citation Payments: Online payment may be used to pay eligible City of Leon court fines and citations.
Before making a payment
You must have the following information available:
- Citation number, located near the bottom right-hand side of the citation
- Full legal name shown on the citation
- Current address
- Billing address associated with the debit or credit card
- Telephone number
- Email address
- Debit or credit card information
- Any other information requested by the payment system
Why is the citation number important? The citation number allows the City to correctly apply the payment to your court case. Entering an incorrect number may delay the posting of your payment.
Important: Submitting a payment does not automatically change a scheduled court date or excuse a required court appearance. Contact the City of Leon Municipal Court before paying if your citation requires an appearance or if you are unsure whether online payment is permitted.

Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.
Payment Drop-off Location
You may pay your bill in person at our office address. We also have a drop box located in the front door for your convenience. We accept cash, check, or money orders.
Payment Through Financial Institution Online Bill Pay
Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to seven business days to post to the customer's account. Please consult with your bank for more information.
